Senate Approves $7B in Broadband Stimulus Grants
| Yesterday, the Senate passed its version of the economic stimulus bill. The Senate version established a $7B "Broadband Technology Opportunities Program" to stimulate broadband accessibility in "unserved" and "underserved" areas.
This bill provides that any "State..., nonprofit foundation, corporation, institution or association...." may apply for stimulus grants. Additionally, the bill provides a 10% tax credit for expenditures (including equipment) related to current-generation broadband (defined as 768k/second for wireless services), and a 20% tax credit for expenditures related to next-generation broadband (for which no wireless speed is defined). A Conference Committee comprised of House and Senate members is negotiating a final version of the bill, which President Obama wants to sign quickly. Today, PCIA urged the Conference Committee members to retain provisions stating the eligibility of wireless infrastructure providers for stimulus grants. After enactment, both the FCC and NTIA will establish procedures for administration of the grant funding.
